I only have 390 point points and I dont have LMIA or PNP.
im a social worker and according to CIC if I dont have a job offer just register your job in job bank
then I visited the jobbank.ca then I typed in the "social worker"
what is the role of job bank in express entry? should I find a job there and leave my current employer?

To work as social worker you need to get registered in canada. If you find jobs in job bank, you will see the conditions. I am a social worker in india and i face same problem. I cant get job offer as I am not registered social worker in canada.
