Because while checking the eligibility in Canada express entry it asks us, If you have a job offer?

Hi - Of course you can search for Jobs before applying for PR...but most of the companies prefer candidates who already have a PR and few of them consider candidates with Open Work permit.

As far as your other question...you should select No.
