I've 2 NOCs, which one should I use for NS PNP

Hi all

I've 2 NOCs (both are under skill A which are also included in the OID list of NS PNP), which one should I used to apply for NS PNP?

1, should I consider my educational background? (my edu is fit for one of the NOC not both)
2, should I consider my EE NOC? (my latest occupation is not the subject I studied in University, thus I use my latest occupation as my EE NOC, is there any problem if it doesn't match my edu qualification?)
