I have some question to all my brother :

If I send my application pack to Sydney today as because it's next delivery so they will receive tomorrow for sure

But the question is when they will count as received application ? the day they will open the application pack and will check all the necessary document is there

Or

As soon as the postal service delivered the application pack to them

I fact I am little confused the processing system

Need your help

It's the day they open your application and assign it to a queue. It's usually 2 days after delivery.

Applications are date stamped upon receipt at the CIO and then checked for completeness in order by date of receipt. The “application received” date at the CIO is the lock-in date. Processing offices should therefore maintain the application received date from the time of the applicant’s initial submission to the CIO, and process the application to conclusion.

^ Backendcode already explained it, although it depends what you're asking exactly.

The application "received" date is simply the date your application package arrives at CIO.

If you're asking "why can't they send my AOR immediately after receiving my application package", you might not understand what an AOR is: it is an acknowledgment that they have received your application and that they have checked it for completeness and they have forwarded it to the visa office for further processing. This can take weeks...
 
i have seen people received their incomplete applications back in 35 days, but others applied on the same date still waiting for AOR's. i believe initially they will check for completeness and later on they will send AOR's.

First stage is checking that the documents in the checklist and the submitted ones match.
Second stage is checking all documents are admissible, e.g. all documents in French or English.
Third stage is validation of all documents.

When the third stage is completed an AOR is given. If for any reason the package is rejected during the first and second stages the package will be returned and no record of it will be recorded.
