ITA is sent based on the profile submitted date or Miniumum entry criteria met date

Hello All,

I have submitted my profile in April and later on, I have modified my NOC Code in May and Minimum entry criteria date has changed to May

Does IRCC, sent the invitations based on the profile submitted date or minimum entry criteria met date
