IT job in canada?

how easy or difficult it is to get an IT job in canada? is a local canadian educational qualification/degree required?
what are my chances of getting PR?

scored 7+ in ielts in all sections,
working in IT for 9 years in s/w testing
full time engg degree from india
no relative in canada

Comparing with USA, IT jobs are less in Canada. Initially it is difficult to get better job here. Local qualification will be added advantage.
