Yes, it is normal. We have come across similar cases. This could happen when IRCC is not convinced that an applicant will adhere to the conditions for a visitor visa.
Normally, parents of citizens/PRs are issued long-validity TRVs. Maybe their applications mentioned about wanting to take care of their grandchild.... or maybe it is because of their country of residence? Just guesses

IMO, it's best if they visit for a month max. even if they are allowed to stay for 6 months. Don't apply to extend their stay. This will indicate they have adhered to their visa conditions. It would help for their next visa application[/QUOTE]
There are people in Canada who actually get hired to do this , assisting with a new addition to a family . A family hires them, sets up a caregiver payroll account , and submits deductions to the government on behalf of the employee So yes, in the eyes of the federal government, it is insurable work
