Issue with Federal Skilled Trades application

Hello, this morning I put in my application for EE Federal Skilled Trades and after submitting my application it says I do not qualify for the FST.

i find this strange as I meet all the requirements.

5 of 5 previous years worked in my trade
Red Seal Electrical certification
Meet the required levels in CELPIP testing
and have no plans to live in quebec.

just wondering if anyone has encountered this before??
