Issuance of Visa Pending Due to No Confirmation of RPRF Payment From Vigreville

It’s so frustrating that un-necessary delays occur when you are in the last stage of the process. Today, I received a call today from ADVO informing me that theyreceived my passport and other documents required for my visa finalization/ stamping which I sent last January 21. The bad new is, they cannot finalize visa until CPC Vegreville will confirm that RPRF had been paid. This is very strange because the documents that were required from me to submit were only my passport and 2 pieces of ID Pictures.
This are the details of my application:
1) I am under my wife sponsorship. She is in Canada and she landed / became a PR last November 18, 2014
2) She paid the RPRF for a total amount of CND 980 for her and for me before her landing interview.
3) We sent the barcoded receipt of RPRF to Missasauga an Vegreville
Now, my question is, how come that ADVO dont have confirmation of RPRF from Vegreville. How did my wife landed and granted with PR status.
During the phone conversation, I asked if I can send by email the scanned copy of the RPRF Receipt (with the barcodes). She agreed but insisted that its very important that my wife will call CPC Vegreville to provide ADVO the confirmation of RPRF payment for CND 980 enable to proceed with the issuance of my visa and COPR. Is this normal process??? What seems to be the cause of the problem. Why there is no coordination of information between Abu Dhabi and Vegreville? How long would this process take???

How your wife landed in Nov. 2014 and sponsered you? Is there two applications: one for her PR and one for you?
If she has her own application and paid $980, CiC might consider this pne for her and will refund the extra amount later. If this is the case, so you might need to pay your RPRF.
The info you provided is not complete about how your wife landed three months ago and sponsered you.
