we sent for pr nov 11th, I am sponsering my husband whom was in the military for 4 years about 20 years ago, Isnt that a good thing,
why would that bring a delay in any back ground checks, why do background checks take sooooo long?
Being in the military is neither good nor bad for immigration purposes. It's just another thing to investigate.

Yes, definitely. Someone serving in the German military during WWII will of course be investigated much more thoroughly than someone who did mandatory military service in modern times in Finland, and so on.

it also depends on the country and forces he was serving at.
Being in the military will definately cause delays in the application when it goes into the background checks, no matter how long or short their stay was or whether it was mandatory or not.
