Is valid visa mandatory while EE application processing?

Hi,
My child's visa is expired and we are unable to renew it (she is currently on Visitor Permit, we need to get Student Permit to apply visa as she is 5 years old).
I have submitted my EE application last month. Do you think it will be an issue during PR processing that my child doesn't have a valid visa? Should I get Student Permit and visa ASAP?
Basically I want to know if the PR processing is in anyway linked to valid visa (not permit).

If your dependent is currently staying in the country illegally, then yes, I think that might be an issue.

Please apply for visa asap. I am not sure if you can get a student visa post vistor visa expiry. Also, what is your status in Canada ?

The child is not in the country illegally, and has a valid Visitor Permit. I am talking about Visa (required when re-entering Canada), also called Temporary Resident Visa.
