IS US VISA ADMINISTRATIVE PROCESSING A VISA REFUSAL??? IMM 5709

Hi FORUM,

I am applying for my study permit extension. In the form IMM5709 ( Page 4, question 2b)
2b. Have you ever been refused a visa or permit, denied entry or ordered to leave canada or any other country???

I have applied US visa to attend a conference but initially they put me in administrative processing then gave me visa. I am just wondering, is administrative processing a kind of visa refusal?
