Is it true that one should wait for a couple of years after getting PR before sponsoring a parents or grandparents? I've been working in Toronto for over 4 years got my PR three months ago.

It doesn't matter when you get PR, as long as you are a PR or citizen.
You just need to show 3 years of Canadian income taxed through CRA. So if you can show your NOAs or Option Cs for 2011, 2012 and 2013, and each year meets the minimum LICO for parents based on your family size... then you would qualify to sponsor your parents in January 2015 when the program re-opens again.

If he has been sponsored, I think he has to wait for 5 years right?

No - there is no requirement to wait five years.

You're thinking of the rule that prevents someone who was sponsored as a spouse from sponsoring another spouse.
