I'm applying for my Canadian passport and I'm stuck on the references.

I've lived with my girlfriend since last October, we both moved into this apartment at that time. We've known each other for over 2 years, but not in a commonlaw relationship.

From what I understand of the passport rules, a commonlaw partner can't be a reference. However, since we've only lived together for 9 months, we're not technically common-law.

Does that mean she's a valid reference for me? If so, should I just list her as "girlfriend" in the application or "friend"?
 
That's from "How to apply for a new passport":

For new passport applications you will need to find a guarantor to sign your application, one of your passport photos and all copies of any supporting identity documents you are submitting with your application.

You will also need two references to include on your application. Your references must have known you for at least two years. You cannot use a family member or your guarantor as a reference.


I might be wrong but my understanding is that a girlfriend is legally not a family member - until marriage. Therefore she could be a valid reference for you.
