Is this conditional offer?

I have received Offer Of Admission from Seneca College for Sep 2016 in graduate certificate one year, on page no 1 there is no mentioning "No Conditions" and on page no 2 it says " If you have been admitted directly into a professional program an English and or math assessment may be required"
Is this a conditional offer and what would be its outcome on grant of visa? However in my online profile they mention: International Offer of Admission. All requirements are met.

If you have submitted your language proficiency certificate and your 10th and 12th marksheet then it is your Unconditional offer letter,
if not then conditional.
