I took 2 semesters in IT major in 2019, but I had to leave Canada so I came back to Korea with dropped classes. I'm planning to go back to the same school for different major for 2021 Fall. I had to leave because of the duty for the army, and I will be discharged on September 2 in 2021.

My question is, is it part-time study or full-time?
Some people told me that I have the history of IT classes so that's part-time, but the others said that I didn't graduated so it isn't.
 
I guess you want PGWP after you graduate? If you start over from zero then the previous study does not matter, only your new course will be considered and as long as you are full time now and don't take any breaks (and follow all other PGWP rules) you are fine, so you will apply for PGWP with transcripts and completion letter of this new course.

If you plan to use the previous study in any way for PGWP then you will likely be rejected because you cant take breaks like you did. So start fresh and you should be fine.
 
Remember you need to mention all previous visa/premit applications when applying for new study permit to Canada.
