Well it is not in the official IRCC immigration format, @gc.ca or Canada.ca .Have you received some sort of job offer or promise of a work permit ? If so post copy here with personal details removed

Simply, yes, it's a fake. It is almost certainly being used by scammers to steal your money and/or identity.
