Is there any successfull 0213 case without budget control duties ?

Hi,

I am to apply under 0213. But I have not done any duties on budget controlling. People on this forum suggest that it's a must have duty to
get through.

Is there any one who has successfully gone through CIO or/and CHC stage under 0213 without having budget control duties in the job duties.

Please update.
