If the Embassy requests you to submit fees which is not paid yet then they will send you the request for the payment..If they requested for the passports then submit the passports only....

they may be asking about the RPRF (ie. the landing fee) that is part of the initial application fee of $1040. if the rprf wasn't paid before, it would need to be paid before the PR is issued.
