Is the online application processed in country of residence or citizenship?

Pretty much what the title says. Where is the online application processed so I can check the processing times?

That is not entirely correct. Some visa offices take care of several countries. When I applied for mine i had to go via a visa office in a different country, yet it turned out is was being processed in Canada.

I am talking about application made outside from Canada.

There might be case if country of residence and country of nationality is different.
But majority of verification and processing is done in country of residence.

So am I. Lived in one european country (nationality), permit application done online via wrbsite for embasdy in another european country, handling the applications for my country. Permit was processed in canada, while I still lived in my birth country.

For instance, I applied from Germany and according to them applications from Austria, Bosnia and Herzegovina, Croatia, Czech Republic, Germany, Hungary, Kosovo, Macedonia, Montenegro, Netherlands, Serbia, Slovak Republic, Slovenia,Lichtenstein and Switzerland are processed in Visa office in Vienna, Austria.
