has the cic stated the 2 years Conditional Spousal Permanent Residence now if so what about the people that as there pr last year with this goes for them too

So far as I know, it still has not been implemented (I landed a week and a half ago and nothing was said to me regarding this) and when it is implemented, I highly doubt it will be retroactive as nothing was said of this in any of the write-ups I saw about the proposed legislation.

What has been implemented is a 5 year sponsorship bar for persons sponsored as spouses. You may not sponsor a new spouse within 5 years of your landing date if you were yourself sponsored as a spouse.
