If I get a bachelor's degree from University of Toronto, and have worked for 12 months, can I apply for CEC? Must I find a job that is within NOC 0, A or B? Should I have some amount of money in my account? What should I do if my girlfriend, who will be living with me, wants to immigrate with me too?
I will appreciate your help! Thanks

PS The NOC 0, A and B is a great shackle for me because I want to study linguistics and be a teacher, which is unfortunately falls on NOC C! :(

Here are the requirements for CEC:

Having 12-months of work experience under skill level 0, A, or B is one of the criteria for CEC eligibility. But there are other things you'd need in order to be accepted. Go through the link above so you'll be more familiar with exactly what you need.

They won't check if you have money in your account or no and you could add your girlfriend to your application as your partner.
 
I also find the operating manual very helpful when it goes to the details. Make sure you read the actual regulations when preparing your application. I'm an international student myself, so one thing I wanted to point out is make sure your 12 months do not include work experience obtained while you were holding off campus work permit. The experience only starts counting from your post grad work permit.
