Is RQ nowadays being issued before or after test?

If issued before, how long do they take under the present processing before they call for test?

Or do they issue only the new abbreviated CIT form instead of RQ?

Am yet to apply but am expecting RQ. Unemployed periods and will be in a new province when I apply. Please clarify.

RQ may be issued before or after the test.

The so-called "new abbreviated CIT form," a form requesting specific documents (CIT 520), is not a replacement for RQ, thus not used instead of RQ, but may be used in some circumstances where previously RQ would have been issued. If the response answers the questions CIC has, no RQ is issued.

Timelines vary greatly, even in routine cases where there is no CIT 520 or RQ issued. Moreover, trends in timelines are changing significantly. Thus, forecasting how long it will take for a particular individual is just guess work.

Last I have seen, we do not know what the triage criteria is for issuing RQ or a CIT 520 request. Period of unemployment was a definite trigger for pre-test RQ in 2012, but since then the criteria has undergone significant clarification and some modification. Last I saw, a period of unemployment was not necessarily a trigger for RQ but is probably a factor elevating the risk (degree of risk dependent on context and other factors).

If a period of unemployment triggers RQ, it is likely to be pre-test, not after the test.

Note: it is very difficult to predict who will be issued RQ except for the obvious situations (like shortfall applications, applications with inconsistent information, lost passports, among others), and anyone can be issued RQ. It-depends.
