Hello,

A friend recently did their PR landing at a US-Canada land border. They did not have a US visa and was given an administrative refusal by the US border officer.

Now they are in the process of applying for a US visitor visa, and not sure how to answer this particular question:

Have you ever been refused a U.S. Visa, or been refused admission to the United States, or withdrawn your application for admission at the port of entry?

There are multiple online threads with different answers. Can someone who have been through this kindly share their experience? Should my friend answer yes or no?

if you're denied entry into the US or Canada, it's not necessarily a refusal of your PR status. It could be a border officer's decision based on the circumstances of your entry, but it's not the same as losing your PR status. That said, it's always best to consult with immigration experts and be well-prepared before attempting to cross the border as a PR.
 
The ask is not very clear, if the person is only a Canadian PR why did he try to go to the USA without a USA visa. Yes USA will reject entry without a visa or even for visa Waiver countries without ESTA nowadays.
