I think I read someplace that paying both the Permanent Resident Application fee and the Right of Permanent Resident fee when you submit your application can speed up your application process a little bit because is saves a step someplace.

Does anyone know if this is true?

Yes, because CIC doesn't have to have to ask you for the payment, and then wait until it is received.
 
Yes. If you let the CIC to call you for the Right of Landing Fee that takes a little time.. also if you pay Right of Landing Fee the judge(officer) who has your file might feel your financial ability is good in condition and your intention for moving to Canada... so always pay Right of Landing Fee with Application.

So, if for some reason your application is not approved they would refund the Right of Landing fee?
