i think it will depend on your reason for extension but in my case i got approval for extension. i requested for passport extension because i need to update my passport. i received reply from embassy granting the extension.

I agree with you. In the event that changes occurs in the configuration of the family. say new born baby, then there will be legitimate ground for extension.
