Is paper work sequence different when applying with lawyer's help?

I am reading everywhere that people submit supporting documents and police clearence after they get tentavtive approval for canadian immigration. I am using a lawyer to help me on this (thou he is not so helpful) and he is asking for documents even before we can submit the form. Including police clearence...

Anyone has idea why is it different in my case? I am in US applying federal via buffalo

Even though you have a lawyer, maybe you should read the checklist for Buffalo? http://www.cic.gc.ca/english/pdf/kits/guides/E37048.pdf

12. POLICE CERTIFICATES AND CLEARANCES
• Original police certificates of good conduct or clearances, from each country/
state/territory in which you and everyone in your family aged 18 years or over
have lived since reaching the age of 18.
• Submit original fingerprints directly to the authorities conducting the police
checks
• If you have obtained police certificates from countries where the authorities will
forward results directly to us, attach a brief explanatory note to your application

Offices other than Buffalo, you submit a Simplified Application, where no documents are included, Buffalo you must submit a full application.

So for US police clearence is the FBI clearence enough or I have to go around collecting it from each state I lived in? I have lived in more than 4 states for over 6 months. Currently I live in California.

I have lived in mutiple states in India as well. I got a PCC from Indian Embassy. It is impossible to get it from each state there. Any thoughts?

FBI plus at least California (they always ask for California and New Jersey), but you will probably have to get them all.
