I'm interested in sponsoring both my parents to come to Canada. They came to Canada in the 90's and sought for refugee status. They returned to their home country, before being granted or denied a status. My sister and I were born in Canada. I moved back to Canada in 2014 and my sister moved back this year. My oldest brother, wife and kids were granted permanent residence and moved to Canada recently. In the 2000's my parents applied for permanent residence and this was not obtained because they did not reach the required points. My parents recently applied for a visitor visa and it was denied. It was stated that they did not satisfy the officer that they would leave Canada at the end of their stay as temporary residents. They considered the factors: Family ties in Canada and country of residence, purpose of visit and any history of contravening the conditions of admission on a previous stay in Canada. They want to apply for a super visa and I want to sponsor them when possible, so we wish to know if it will be possible for them to return to Canada even though entry has been denied two times already. The difference between the supervisa and visitor visa will be the insurance and I have the required financial income, but I don’t know if they will always be inadmissible because they sought refugee status 27 years ago. We submitted all the paperwork, is there anything than can be presented so that the immigration officers grant them entry?
 
Given there past refugee claim and the fact their children live in Canada, I doubt that they will be able to successfully apply for a visa of any sort. That said, if sponsored for there PR by you or one of your other syblings, the past history won't be a factor. But until they are successful with a PR application, I would definitely suspect their chances of coming to visit Canada extremely limited.
