If he's visa exempt, he can visit without a visitor visa. If he's non-visa exempt, he can certainly try applying for a visitor visa (no guarantee it will be approved).

A friend of mine applied for a visitor visa to visit her husband but was rejected as they told her she may be tempted to "run off" and she did not have significant ties to her country. They told her that her husband should sponsor her instead so she may try again.

I know of other people who have gotten their visitor visa during the sponsorship process.

Being from Ireland he doesn't need to apply for a visitor visa. He can fly in. He will go through customs and they will ask a few questions. He should have proof of funds to support himself. He should have a return ticket, and he should say he is visiting you (don't use language like moving or living).

But isn't that for 3 months? My husband wants to stay for 6. Is he eligible for the 6 month visa?

It depends on what the CBSA officer at the point of entry gives him. It is not guaranteed that he will get 6 months. He can get a changeable ticket. It needs to look like he is not going to be live here. If he wants more time he can always apply for an extension and he will have implied status until it is either granted or rejected.

The visa doesn't determine how long he can ultimately stay in Canada. As explained above, it is the immigration officer he encounters at the border when he enters Canada who is the one who decides how long he is allowed to stay. If your husband holds an Irish passport, he doesn't need a visa and shouldn't apply for one. He should just come to Canada on his passport and hope he's granted the default six month visit.
