Ok thanks, the 1300 hours was over the course of 17 months, so it was continuous over a year, but I take it that still won't count , as its purely about the amount of hours worked?

It has to be at least 1 year (that is 12 months). And it has to be at least 30 hours per week to count as a full time.
You can also have less hours per week, but then it would be a part time and you would need 2 years for it (that would be min. 15 hours per week).
From what you said, you do not fit in the full time (because of not enough hours per week) nor in the part time (because you did not work 2 full years).
So that whole experience in Canada is wasted. Yes it will give you points to the first FSW scale, but given your age you are not desperate about those points.
Would you have chosen a different province you could have used that work experience and maybe to get a PNP, but not from BC.
So you will need a skilled work experience (0, A, B) - minimum 1 year, just to be able to qualify into EE.
