I received ITA and I don't have job offer, is it worth it to collect documents and pay 2000$ ? Is there a good chance to get PR or it's just for those with job offer

You don't need job offer now, you got their invitation that means if you have all the documents to proof your provided information then there's no reason you won't get the PR.
