You'd need a TRV to get into Canada, which I know nothing about. There's a special section of this forum for that.
As for the work permit, you could apply for a work permit under the regular procedures if you qualify. If you apply for in-Canada PR you can get an open work permit once you get approval-in-principle, but most outland PRs will be approved quicker than you get approval-in-principle inland.
I recommend that you to to www.cic.gc.ca to get the information there, then browse around this forum and perhaps use the search function, and most of your questions should be answered.
