Is it possible to apply outland but stay in Canada while waiting for the PR to be approved and have a OWP but no Visitor Visa? Or just wait till the PR is approved and then apply for a OWP or no cuz they are a PR?

1. Yes you can apply outland and remain in Canada, but you won't get an open work permit. They are only available for in-Canada applications and are not issued until you reach first level approval.
2. If the PR is approved outland, then you get your visa and "land". You won't need a work permit then.

KSCM, you'll need to make sure you maintain valid status in Canada during your time in Canada (like a visitor's visa). If you're here now and need to request an extension of your current status, you can do that online or through the mail: http://www.cic.gc.ca/english/visit/extend-stay.asp
