i am moving to canada on study visa and planing to get my partner there, she is also on syudy visa there from last one year and she has one more year of study visa. if i leave my studies, Is it possible that i can get full time work permit ?
 
It's certainly possible to apply for an open work permit. Whether it will be approved or not - none of us can say.

What are the parameters on which the approval of work visa depends? As i have 5 years of work experience in IT , would it help to increase the probability that open work permit would be approved ?

No - this won't make a difference. CIC will be looking to ensure your relationship with your partner is genuine. They will also be looking to confirm that you have ties to your home country and don't have plans on remaining in Canada long term. Coming to Canada on a study permit and then planning on applying for an open work permit and quitting school is risky in my opinion. CIC may see this as an abuse of the study permit since it will look like you only obtained one in order to get to Canada and that you were never a genuine student. In my opinion you should either come to Canada on the study permit and then attend school as planned (i.e. not apply for the OWP). Or you should forget about coming to Canada on the study permit and just apply for the OWP.

I'm not aware how i can apply for OWP without coming to Canada?
Considering my case, is there any way i can apply for the same from outside Canada?
