Is it possible to get a second Working Holiday Visa?

I had a 2 year IEC Working Holiday Visa back in 2011 and was hoping to apply for another one to move to Canada. It it still possible for me to get one for 2018? I will be under 30 still. Thank you.

Whoops, sorry. Australia.
Turns out however that I'm eligible for a second Working Holiday Visa as my other one had expired before 2014!
