I've been living in Turkey for several years so I submitted my application to the Ankara visa office. It has been over a year and I still have not received my AOR (it takes 40 months for provincial nominees...)
I am planning to move to a European country in the summer (I hold a European passport). If I moved to Spain, for example, could I have my file transferred to the closest visa office or do I have to wait until Ankara sends an AOR??

CIC does not typically allow file transfers. You can certainly ask. But expect your request to be refused.
 
I am not a Turkish citizen, so if I do leave the country, it would be a pain to have to come back for medicals...
 
You don't have to return for medicals. You can do the medicals anywhere.

You would have to return however if an interview is required. Your passport will also have to be submitted to the visa office handling your application.

Unfortunately CIC doesn't care what is convenient or inconvenient for people when it comes to application processing. Since you originally selected Ankara as your VO you are very likely stuck with that decision. When you move and you notify CIC of your address change, you can certainly request a file transfer (it doesn't harm to ask). However there is a good chance your request will be refused.
