Is it possible to apply for Provincial Nomination Programme without job offer ?

I just wanted to know is there any provincial nominee programme where i can apply without job offer ? i dont have family members in Canada. Thanks.

There are all kinds of different components to different PNP's. Many of them have investor classes where they will allow you to immigrate if you have business experience and are ready to invest a certain amount of money in a business in their province. Thanks Leon,i will go thru every province's criteria.. i dont have enough money to apply as Investor.. And i am a Physician,but i have not passed Canadian licensing exams,so i cannot get a job offer !

You could apply under the skilled worker program without a job offer under NOC 3111 or 3112, see http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#list
