I want to apply for Canada Visit Visa under Can Plus category in June 2021 and my plan to visit Canada is in August 2021. I have US valid visit visa with one entry to US so I am eligible under Can Plus category. I applied for visit visa under can plus in 2019 with my family (since all have valid us visa) but got rejected with objections from visa office 1. Your immigration status is not clear. 2. I am not satisfied that you will come back.
I applied this visa not from my home country while from Saudi Arabia where I am working since last 13 years. Now I have two questions

Q1. Is it fine to apply for visit visa during this pandemic or visa officer will reject my visa just because people are not traveling for leisure during this pandemic?
Q2. Shall I attach a letter with my visa application for visa officer and try to clarify both objections that visa officer mentioned against my previous visa application while rejecting?

Please note that my US visa is going to expire in November 2021 so that is the reason I want to apply Can Plus visa before expiry of US visa.

You can apply but will not be able to enter if approved until travel restrictions are lifted. You need to prove strong ties to home country. Given that your US visa is expiring and you don’t plan to return home, then you have a low chance of getting a visa. You need to declare your past rejection.

Can I attach a letter with my application to justify clarify the reasons of previous rejection? Is it permissible?

You can but IRCC/CBSA will have their own reasons for refusal. a letter may get you into more trouble if you try to justify a refusal. You need to declare it.

For each new application, you just attach only the required documents.
In the IMM forms, they'll ask for your previous travel history and rejections, which you'll fill. Moreover, IRCC already knows. Just concentrate on getting the new application and its documents right.
