CIC asked for my passport scans before my medical was requested and those were sent. Now after 2-3 weeks of medical received they requested passport scans again. Currently my passport is with Indian consulate which is being processed for renewal. Once I will receive both old and new passport should I send copies of both?

Yes, send both copies when you receive them.

It seems like your passport was expiring, so they requested scans to ensure you had a valid passport. Since you are just now renewing the passport, I'm not surprised they are asking again...
