I want to apply for student Visa but haven't paid 1st semester fee. Can i apply for Visa without paying of 1st semester tution fee ?? Will it effect chances of Visa ?

There is no such requirement by CIC that you need to pay your 1st semester fee in advance.
However, if you do so and attach its receipt with your visa application, it 'may' stronger your profile in terms of visa approval but there is no such thing as mandatory. All up to you.
