I spent a year in Canada on a Working Holiday Visa (2015-2016) and worked as a self-employment web developer sometimes in that year. Because I only earned $5000 in 2015 and $2500 in 2016 I never filed any taxes as it's lower than the taxable amount. Could it be an issue that I never filed as I read on this forum CIC sometimes asks to see your tax returns?

CEC requires notice of assesment, which is made by revenue Canada according to your tax return.
To proof your canadian experience, employer letter, T4, and notice of assesment are required. You can do tax return anytime, there is no charge if you do not own money for CRA.
