Is it mandatory to upload E-Medicals to non-SDS visa application?

Hi fellow experienced members!

I have a query about uploading E-medicals.
Is it mandatory to upload E-Medicals to non-SDS visa application?

I have heard that people do attach the E-Medical document to Client Information document in the application. Is this mandatory? Is it okay if we do not attach it?
