Is it late to apply for Canada visa? I have IELTS report and WES report ready

Hi All,

I have received WES report and IELTS report and have my documents ready too. I do not have an agent to guide me, is it too late to apply for visa? Assuming the launch of Express entry.. do i still have chance of applying before express entry if i file it within this week?

Im trying for NOC 2173 which is DB analysts and Db administrators and the no of applications counted is 73...is it good to go?
