NO not for initial stage when you apply to CIO. But when you apply for Visa office and if you chose not to submit the IELTS result but to submit a written assesment which VISA officer does not rate high then you will not get a second chance to prove your proficiency.

Earlier VISA offivccer would give you additional time to take IELTS but that is not possible now.
 
It is recommended to do IELTS before you apply to CIO because then you know for sure how many points you have.

You do not send your IELTS to CIO so it's not mandatory that you take it first but what has happened to some people is that they applied to CIO, took IELTS later, could not get enough points and lost their application because they ended up not having 67 or more total.

If you are certain that you can easily get the points you need on IELTS and you want to apply to CIO right away, it's your risk to take.

Hye.I applied for immigration under the FSW category two days back. The doubt that I have is I am having 66 points without considering the english language. I have ticked high level for english language and have mentioned ina letter that I have 112/120 in toefl and that I am appearing for the IELTS in May or June. Could you kindly let me know what my chances are. I am currently a graduate student in canada. If they consider the high level that i mentioned I will end up with 82 points. I am confused.Kindly guide.
 
Your chances are very high if you get high in IELTS. Since you ticked all "high" now you make sure that you get them.
I would suggest you study every single day.
 
Thanks for the response. I am studying and hope to achieve what I have promised. But my concerns are about the April 10 rule. Since without the eng language score I am getting 66. Will they consider atleast 1 point for what I have declared or will they reject it on account of not having appeared for the test before I applied. Thanks

The April 10 rule only says that if you choose not to take IELTS at all but instead write a submission explaining why they should give you however many points, then they will not give you a chance to take IELTS if they don't believe your submission.

You can still apply to CIO without an IELTS and take it at some point before you have to send your full documents.

If you take the IELTS and get at least 1 point and send this IELTS along with your full documents, then you have nothing to worry about.
 
Thanks Leon for the response. I hope what you are saying is that they will consider the fact that I am going to appear for the IELTS and award me some points and I have to later apply to the VISA office with the ielts score of minimum 7 which I have mentioned in the eng language skills.Thanks
