Is IELTS needed?

Hi folks,
I'm applying for my doctorate studies and git my offer letter already with NO conditions. I would like to know is it mandatory or better to send an IELTS score to Canada embassy or not? BTW I'm gonna send it to Singapore office.

My friend got his admission and visa for master's without IELTS.

If admission is unconditional then in my opinion there should be no issue

Hi same with me...i got unconditional offer for doctorate program...did you want apply visa student in singapore...I think now we can apply by online...try It... Or you already submit
