Hi fellows ,Hope everyone is doing well.
A little info about my background : I am a post grad in maths with 67% grades and I applied for masters in quantative and management in universities but because of low cgpa didn't made it through so now I am thinking of pursuing for grad certificate in one of the colleges in canada .Also I want to go into data science field .
Wanted your suggestions and advice , so that I can make a better decision.

You can certaily pursue a grad certificate in Canada.

Note that if you want to get into the data science field in Canada, you need to have a master's at a minimum. A grad certificate won't get you there.

Also a masters from other country (in my case india) would they consider it , if i apply for data science jobs.Or a masters from their universities would be given more preference ?

They will consider a master's degree from India. However a master's from a Canadian university will be given preference.
