No - you cannot work if you drop out of college for one semester.

You also will not qualify for a PGWP.

No - you will not qualify for a PGWP.

To qualify for a PGWP, your studies have to be continuous - meaning you cannot take any unscheduled breaks. Dropping out for a semester is taking an unscheduled break.
