I got letter from sydney canada to apply to a local embassy. Do I need
to summit the fund statement together or is it to be summited after?

Yes, you need to submit the funds document at the second stage. Check out the visa office specifications of your local visa office to confirm.

You need to submit bank statement when visa office ask for it. They will ask it from you at the final stage when they accept you on principle.
