Is everyone called for interview at the Visa office?

Just wanted to know if everyone is called for an interview before granting the VISA or only few lucky ones?

Actually I mean do they take an interview before granting a VISA or in some cases they grant the VISA without taking an interview?

Majority of applicants get the PR without the interview.However, only those applicants are called for an interview about whom IO have any doubt i.e. any discrepancy in forms etc.Usually,interview is taken as a counter productive step as in most of the cases it increases the processing time.
