Is 'Eligibility Passed' AIP In Disguise (Inland Spousal PR)?

My wife (Sponsor) received SA months ago. Today I received both 'Invitation to Pre-Arrival Services' and 'Eligibility Passed' messages. The various statuses in my gckey account remain unchanged (save for the new messages).

I assume this is positive forward movement, but I'm confused as to where these messages fit into the process - any ideas?

After digging deep with the search function on this forum it seems the consensus is that 'Eligibility passed' for the Spousal PR principle applicant is the AIP.
